What are time of use rates? Your TOU guide

About 40 states have mandated net energy metering (NEM) programs or other methods to compensate consumers for the excess solar energy they generate. And while the benefits of net energy metering are almost too great to count, they include that.

But even though the benefits of distributed solar and NEM programs are taking advantage everybody (not just solar owners), investor-owned utilities (IOUs) in the US have worked to dismantle NEM and stifle competition.
